SDGs in PPP
The Sustainable Development Goals (SDGs), otherwise known as the Global Goals, are a universal call to action to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity.
This can be done through the integration of the objectives of the SDGs with PPPs in contributing towards achieving the goals of sustainable development through SDG 9, which promotes the call to “build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”.
To achieve this, SWIIP3 has chosen to focus on the following sectors:
- Agriculture
- Education
- Energy and Power
- Health and Social Development
- ICT
- Information and Culture
- Oil and Gas
- Research and Development
- Transport
- Urban Development

Suggested PPP Entry Point
End poverty in all its forms everywhere
E.g. PPP projects in the Agriculture sector such as the regional silos PPPs in Nigeria can be realigned to promote achievement of SDG 1.
End hunger, achieve food security and improved nutrition and promote sustainable agriculture.
This is a shared objective with the example given in Goal 1.
Ensure healthy lives and promote well-being for all at all ages.
If structured properly, Nigeria’s hospital PPPs will project the social PPP status of not being user pays PPPs; this could spur participation of the MDBs; currently, the PPPs have been built on largely commercial models, running on user fees; this project seeks to promote Health PPPs as availability PPPs in support of SDG 3.
Quality Education; ensure inclusive and quality education and promote lifelong learning opportunities for all.
SDGs considerations in the PPP delivery of all school amenities and the surrounding spaces can eliminate gender based violence against women and girls and improve their quality of education.
Achieve gender equality and empower all women and girls.
The integration of gender into Nigeria’s PPPs and the proposal for gender mainstreaming in PPPs seeks to support SDG 5.
Ensure availability and sustainable management of water and sanitation for all.
PPPs in the water and waste sectors are on the front burner of Nigeria’s PPPs, however, none has been successfully procured; it is hoped that through this project relevant institutions will come forward to provide capacity development and technical support towards structuring a water and waste PPP in support of SDG 6.
Ensure access to affordable, reliable, sustainable and modern energy for all.
PPPs are currently exploring was of harnessing off grid renewable energy sources to deliver power for all in the near future.
Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.
PPP structures can be used to promote inclusive and sustainable growth; PPPs, by the sheer size of projects and investments, are avenues that sustain increased labour productivity and scale unemployment through provisions in the Contracts.
The gender project has a mainstreaming aspect which promotes SDG 8.
Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation.
PPPs are structured, in their entirety, to fulfil SDG 9; the principles are also edged on promoting innovation.
Make cities and human settlements inclusive, safe, resilient and sustainable.
PPP endeavours can strategically be inproved to achieve inclusive safe, resilient and sustainable cities and human settlements through review of some country’s frameworks to ensure that they are inclusive, safe, resilient and sustainable as a mandatory provision and not discretionary.
Take urgent action to combat climate change (CC) and its impacts.
Designing adapted PPP procurement protocols which incentivize the private sector to develop project structures that fulfil goals of Climate Change (CC) adaptation and mitigation and achieve basics for quality infrastructure services. CC can also be used as a parameter in Value for Money (VfM) analysis; Additionally, forms of PPP could also prospectively be deployed to address Climate Change concerns in sectors like: housing, communication, health, transport, agriculture, water & sanitation etc.
Strengthen the means of implementation and revitalize the global partnership for sustainable development.
PPPs are a means of strengthening prevailing instruments of global development concepts.
