Our Impact

Our Impact:

    • 80 female PPP practitioners trained:
      • Female Heads of Nigeria’s PPP Units in Ministries, Departments, and Agencies
      • Their male counterparts
    • Sectors include Finance, Transport (Air, Water, and Roads), Water Resources, Energy, Oil and Gas, Social and Health, Agriculture, Private Sectors, etc.

The Event was held at  the Transcorp Hilton Abuja, Nigeria, on the 2nd to the 4th October 2019 .

Participants included Subject Matter Experts, Resource Persons, Women Practitioners and Professionals across various sectors.

What we Achieved:

  • Extensive consultations with subject matter experts to achieve development of Gender in PPP guidelines for Nigeria’s PPP Infrastructure
  • A 1-Day Stakeholder Consultative Focus Group Discussion on 2nd October 2019
  • A 2-Day women-focused PPP Transaction Advisory and Gender in PPP Infrastructure Training 3rd and 4th October, 2019

The Women-Focused Transaction Advisory Training: Resource persons were from GTAC, South Africa and Shelter Afrique, Kenya.

The Women-Focused Focus Group Discussion and Workshop, with Participants from various Infrastrutural Sectors in Nigeria, the UN Women, DBSA, South Africa and Uganda.

Project Development Phase 

Description of the activities in the PPP lifecycle stage or Entry Point: Gender feature within each activity
  • Identification of need
  • A systematic appraisal of technical solutions to the identified need;
  • Preparation of economic, social and environmental cost benefits analysis, and an environmental impact assessment if required.
  • Value for money (VfM) and affordability testing of different procurement options.
  • Preparation of financial analysis – the pre-feasibility study
  • Budget allocation within the National Development Plan and subsequently, the Medium Term Expenditure Framework (MTEF);
  • Approval of Outline Business Case (OBC) prior to the commencement of procurement
  • Consultation with community stakeholders: focus on gender disaggregated consultations

Procurement

  • Creation of a project team and management structure
  • Preparation of an information memorandum and bid documentation
  • Market consultation, if appropriate
  • A competitive and transparent procurement process, with a clear audit trail for the selection of bidders and the evaluation of bids
  • Approval of Full Business Case (FBC) Before the decision to award a contract
  • Mainstreaming gender in PPP teams (see section on mainstreaming for recommendation)
  • Inclusion of gender considerations in the information memorandum and bid documents e.g. sector specific gender output specifications for PPP Infrastructure design Forms of gender balance in PPP bid evaluation
  • Full Case evaluation of gender considerations; highlighting gender and all social benefits; inclusion of M&E indicators and reporting principles

Implementation

  • Analysis of future service delivery options and further procurement, if appropriate

  • Highlight gender considerations and innovations made by the private proponent to be gleaned for future projects

Next Agenda

  1. Collaborate with 6 other African Countries to evolve a congruent Gender and SDGs in PPP Framework for the Continent
  2. Develop and host series of Women-centered Capacity Development Webinars in a Gender and SDGs in PPPs webinar series for African Women in the PPP Infrastructure Sector
  3. Continuous training of female PPP practitioners and their male counterparts, availing them with knowledge of methods of achieving PPP project designs and output specifications that are responsive to all gender criteria and gender groups.
